Madagascar is an uncivilized nation of the south-east coast of Africa. It will generally be taken by event by the French fairly early on.

Zulu and the boer states are the oblivious countries to annex for a militaristic minded Madagascar. One will need to annex Zulu fairly quickly. If the French get the idea of annexing Madagascar, one will need another state so they can't annex Madagascar in a single war. Maybe that will make them reconsider.
