Absolute Monarchy

Parties allowed: Liberal, Conservative, Reactionary

Can appoint ruling party? Yes.

Elections? No.

How to obtain: Must be either HMS Government, Presidential Dictatorship or Prussian Constitutionalism. Vote Franchise set to None. Ruling Party cannot be Communist, Fascist, or Anarcho-Liberal.

Rebels will enforce this government: Reactionaries when government is HMS Government, Presidential Dictatorship or Prussian Constitutionalism. Carlists as Spain.

Notes: This is the most common government type at the start of the game, and will be the one an uncivilized nation starts with.

Prussian Constitutionalism

Parties allowed: Liberal, Conservative, Reactionary, Socialist.

Can appoint ruling party? Yes.

Elections? Every 4 years.

How to obtain: Must be an Absolute Monarcy. Have any Vote Franchise selected except None.

Rebels will enforce this government: None.

Notes: Later in the game, this will be the most common form of government due to uncivilized nations westernizing and picking up Vote Franchise. This is a good government for a new player as it allows them to test out the election system, while still retaining the ability to change the Ruling Party.

HMS Government

Parties allowed: All.

Can appoint ruling party? Yes.

Elections? Every 4 years.

How to obtain: Must be a Prussian Constitutionalism. Have either Secret Ballots or Non-Secret Ballets.

Rebels will enforce this government: Jacobins when the government type is Prussian Constitutionalism.

Notes: Arguably one of the stronger government types as it will allow a player to change the Ruling Party to any available party.

Heart of Darkness 3.02 Beta

As of the 3.02 beta patch, HMS Government can no longer manually select the Ruling Party.

Democracy

Parties allowed: All.

Can appoint ruling party? No.

Elections? Every 4 years.

How to obtain: Be any Dictatorship. Do not have None in Vote Franchise, Underground Parties, and Appointed.

Rebels will enforce this government: Jabobins when government type is HMS Government or any Dictatorship.

Notes: This is a good government type to have for a hands-off experience with the Ruling Party, but be warned that it is almost impossible to change out of a Democracy without the help of rebels.

Proletariat Dictatorship

Parties allowed: Communist only.

Can appoint ruling party? Yes. Communist only.

Elections? No.

How to obtain: Must not be an Absolute Monarchy or any Dictatorship. Have None in Vote Franchise, Underground Parties, Appointed. Ruling Party must be Communist.

Rebels will enforce this government: Communists.

Notes: Can easily be obtained with a successful Communist rebellion. This government type gives a unique War Justification option to Install Communist Government in non-Great Power nations that aren't Communist. This government type will allow the passing of any social reform and the revoking of any political reform. In Heart of Darkness, this form of government will change the color of Russia from green to red.

Bourgeois Dictatorship

Parties allowed: Anarcho-Liberal only.

Can appoint ruling party? Yes. Anarcho-Liberal only.

Elections? No.

How to obtain: Must not be an Absolute Monarchy or any Dictatorship. Have None in Vote Franchise, Underground Parties, Appointed. Ruling Party must be Anarcho-Liberal.

Rebels will enforce this government: Anarcho-Liberals.

Notes: This government type will allow the revoking of social reforms, but will not allow the revoking or passing of political reforms.

Presidental Dictatorship

Parties allowed: Reactionary only.

Can appoint ruling party? Yes. Reactionary only.

Elections? No.

How to obtain: Must not be an Absolute Monarchy or any Dictatorship. Have None in Vote Franchise, Underground Parties, Appointed. Ruling Party must be Reactionary.

Rebels will enforce this government: (Civilized) Reactionaries. Reactionaries in an uncivilized nation will instead revoke westernization reforms.

Notes: Being completely Reactionary, this government type allows the revoking of any and all reforms.

Fascist Dictatorship

Parties allowed: Fascist only.

Can appoint ruling party? Yes. Fascist only.

Elections? No.

How to obtain: Must not be an Absolute Monarchy or any Dictatorship. Have None in Vote Franchise, Underground Parties, Appointed. Ruling Party must be Fascist.

Rebels will enforce this government: Fascists.

Notes: This is quite possibly the best government type to have, though one of the hardest to obtain. It allows the passing or revoking of any and all reforms, allowing the player to shape the country to their needs. In Heart of Darkness, this form of government will change the color of Germany from light grey to dark charcoal.
