Quebec is a civilized nation that can be released from either the United Kingdom or
Canada (if Canada has been released). It occupies a single (but large in area and number of provinces) state. It is not very populated and must rely on the immigration to supply the armies and factories.
When released it will border Great Britain on both sides unless one releases Newfoundland
Quebec's primary culture is French Canadian, which has the problem of being uncommon, though as an American nation, Quebec should get a fair amount of immigrants and assimilation of them to counteract this problem.
