The divided Italian states in 1836

Parma is a small, one-province country in Italy. At the start of the game it is in Austria Austrian sphere of influence. It can form Italy Italy if it grows powerful enough. It is placed between the two states Tuscany Tuscany and Modena Modena. The first one seems large compared to Parma, the latter is around the same strength, but none of them can be regarded as targets of conquest as they are both in France Frances sphere.

The army of Parma cannot do a lot by itself, but it is relatively easy to get an alliance with Austria, and get them to do the heavy lifting.

There are no countries nearby, that can be regarded as a potential target of war. Modena, Papal States Papal States and Tuscany are in Frances sphere of influence, and Sardinia-Piedmont Sardinia-Piedmont have a friendly status, and will soon be in France's sphere. One can gamble, that France will not intervene when attacking Sardinia-Piedmont, and that one can move fast enough to finish the war before Sardinia-Piedmont is in France's sphere, but it is risky.

A better target is Two Sicilies Two Sicilies as they stand completely without allies. The problem here is however to gain military access through Papal States, and that Austria needs access through the North Italian states.
