Fugitive Slave Act
Fugitive Slave Act is an American decision related to the American Civil War. It requires that slavery is allowed, the civil war has not happened yet, and that the country have an average consciousness of at least 4. It is then possible to take once consciousness hits 5. It lowers conscioussness among all states where slaves are allowed by 2.
By introducing a Federal Fugitive Slave Act, we can enforce the return of escaped slaves to their owners in the slave-states. Doing so will, at least for some time, calm southern fears of abolitionism.
